Customs and Border Protection has posted drafts for ACE Cargo Release CATAIR and Global Business Identifier Enrollment Create Update within the agency’s Draft Chapters: Future Capabilities on cbp.gov.

The NCBFAA Customs Committee and Counsel Sandler, Travis & Rosenberg, P.A., on behalf of association members, are tracking ongoing Aug. 1 tariff announcements from the White House, potential for Russian secondary tariffs, a tentative U.S.-Indonesia trade deal, upheaval from the U.S. tariff on Mexican tomato imports, and CBP guidance to the trade.

The House passed legislation, H.R. 1770 the Consumer Safety Technology Act, introduced by Rep. Darren Soto (D-FL), which would require the Consumer Product Safety Commission (CPSC) to establish a pilot program that leverages AI in at least one of the following areas: tracking product injury trends, identifying hazards, monitoring recalls or pinpointing which products are not meeting importation standards.

Customs and Border Protection (CBP) on July 18 announced the selection of 33 service providers to participate in the Reimbursable Services Program (RSP), as provided for under Section 481 of the 2002 Homeland Security Act.

Food and Drug Administration (FDA) Commissioner Marty Makary addressed the following letter to manufacturers encouraging them to step up the phase-out of Red Dye No. 3 in food products prior to the deadline of Jan. 15, 2027. This is part of a larger initiative to phase out all petroleum-based synthetic dyes in food processing by Jan. 15, 2027.

The NCBFAA Regulatory Agencies Committee (RAC) is hearing multiple reports that Customs and Border Protection (CBP) is requesting traceability documents to support the self-certification statements signed by importers of seafood pursuant to the Russian sanctions requirements.

Customs and Border Protection (CBP) has updated the Draft version of the Cargo Manifest/In-Bond/Entry Status Query Document and posted it to CBP.gov. Updates can be found in the Table of Changes in Draft - CATAIR - ACE Cargo Manifest/In-Bond/Entry Status Query.

The NCBFAA Customs Committee AD/CVD Subcommittee has updated AD/CVD Certification, adding a certification for parts of Certain Low-Speed Personal Transportation Vehicles (LSPTVs) and made this information available in the AD/CVD Certification Toolkit.

NCBFAA is excited to announce that Customs and Border Protection (CBP) Deputy Executive Assistant Commissioner Jeff Rezmovic for the Office of Trade has been confirmed to speak at the Government Affairs Conference in Washington, D.C., on Monday, Sept. 8.

A group of 27 trade associations, including NCBFAA and individual NCBFAA Affiliated Presidents Network (APNs) members, submitted a letter July 11 to Reps. Laurel Lee (R-FL), Vern Buchanan (R-FL), Marie Gluesenkamp-Perez (D-WA), Julia Brownley (D-CA), Troy Carter (D-LA), and Nicole Malliotakis (R-NY), urging them to reintroduce the CBP Space Act, a bipartisan measure that would reestablish a fair and transparent framework for funding CBP facilities at ports of entry.

The Consumer Product Safety Commission (CPSC) e-filing team held a Virtual Office Hours session with an importer and two customs brokers to discuss the challenges and successes of the CPSC certificate e-filing pilot. The session was well attended by the trade.

Customs and Border Protection (CBP) in the Area Port of Houston/Galveston and Freeport is immediately expanding the use of the Document Imaging System (DIS) to streamline the process for exporting used self-propelled vehicles (USPVs).

The Office of the U.S. Trade Representative (USTR) on July 15 initiated an investigation of Brazil under Section 301 of the 1974 Trade Act. USTR said the investigation will seek to determine whether acts, policies, and practices of the Government of Brazil related to digital trade and electronic payment services; unfair, preferential tariffs; anti-corruption interference; intellectual property protection; ethanol market access; and illegal deforestation are unreasonable or discriminatory and burden or restrict U.S. commerce.

The Commerce Department’s Bureau of Industry and Security (BIS) published Federal Register notices on July 16 requesting comments from trade related to Section 232 investigations into polysilicon and drones, as well as their parts. Comments are due to the agency by Aug. 6.

Customs and Border Protection (CBP) is launching the new and improved Withhold Release Orders (WROs) and Findings Dashboard. The WROs and Findings Dashboard displays active WROs or Findings issued by CBP from 1950 to the present and is updated as new WROs or Findings are issued.

The Draft ACE Cargo Release Status Notification has been reposted to CBP.gov. There are no new changes. The Record Identifier SO70 (Output) in the ACE Cargo Release SO Status Notification document was previously updated to accommodate the increase in Harmonized Tariff Schedule (HTS) codes accepted.

The Federal Maritime Commission (FMC) on July 14 published the latest volume of Decisions of the Federal Maritime Commission, Second Series. This publication provides a compendium of Initial and Final Decisions of the Commission and selected other orders that may be legally significant or establish legal precedent.
