  • ACE CATAIR Entry Summary Create/Update v106 Updated for FY26 Custom User Fees

    Customs and Border Protection (CBP) has updated the ACE CATAIR Entry Summary Create/Update v106 to include the FY26 Customs User Fees. The adjusted fee amounts and limitations will be applied to imports, effective Oct. 1, 2025.

  • NCBFAA Customs Committee Highlights U.S. Russian Oil Tariff for India, CBP Guidance for Aug 7 Implementation of Reciprocal Tariffs, and Guidance on European Union HTS Application of 9903.02.19/9903.02.20

    The NCBFAA Customs Committee and Counsel of Sandler, Travis & Rosenberg, P.A., have highlighted for our customs broker members the details of the U.S. Russian oil tariff for India and the Aug. 7 implementation of the reciprocal tariffs against a range of country imports, as well as noted the Customs and Border Protection (CBP) related guidance to these tariff actions. In addition, the Committee provided guidance regarding the European Union HTS application of 9903.02.19/9903.02.20.

  • New Treatment Available for Non-Compliant Wood Packing Materials

    The USDA Animal and Plant Health Inspection Service (APHIS) on July 25 announced that a new treatment recommendation, Shredder-Hammermill, has been added to the list of available treatments in their Treatment Manual to provide an emergency phytosanitary destruction method for dunnage, pallets, wood packaging material (WPM) and other non-compliant wood products.

  • Tariff Flagging Updates for EPA

    Customs and Border Protection (CBP) said it will begin making flagging updates to the Harmonized Tariff System (HTS) codes related to the Environmental Protection Agency (EPA) to reflect the U.S. International Trade Commission (ITC) bi-annual 484(f) changes to the HTS.

  • APHIS Will Officially End Paper Lacey Submissions

    In July, NCBFAA reported that USDA’s Animal and Plant Health Inspection Service (APHIS) would soon end paper submissions of the Lacey declaration. Now, it is official — APHIS said on Aug. 8 that paper submissions end, starting Jan. 1, 2026.

  • FDA Proposes to Extend Food Traceability Rule Until 2028

    The Food and Drug Administration (FDA) is proposing to extend the compliance date for the Food Traceability Rule by 30 months — to July 2028. The agency said it remains committed to successful implementation of the full requirements of the final rule, which establishes additional traceability recordkeeping requirements, beyond what is already required in existing regulations, for persons who manufacture, import, process, pack, or hold foods found on the Food Traceability List.

  • CBP Moves GBI from Proof of Concept to Test Phase

    Aug 8, 2025
    Customs and Border Protection (CBP) in an Aug. 8 Federal Register notice announced that it has moved the Global Business Identifier (GBI) Evaluative Proof of Concept (EPoC) to full test phase. The agency also announced that adds Altana Technologies USG Inc. as a new Identity Management Company (IMC) and has established a process for other IMCs to support CBP in the test.

  • CBP Guidance for Additional Duties on Imports from Brazil

    Customs and Border Protection (CBP) has provided guidance for the additional duties on U.S. imports of Brazilian products that are subject to the July 30 Executive Order (EO), “Addressing Threats to the United States by the Government of Brazil,” and will become effective at 12:01 a.m. ET on Aug. 6.

  • NCBFAA Customs Committee Tracks Slew of Aug. 1 Tariff Orders, End to De Minimis for Commercial Shipments, New Canadian Product Tariff, and Section 232 Import Duties on Copper and Copper Derivative Products

    The NCBFAA Customs Committee and Counsel of Sandler, Travis & Rosenberg, P.A., are reviewing the details of the numerous reciprocal tariffs that took effect Aug. 1, the new 35% Canadian product tariff, the Section 232 import duties on copper and copper derivative products, and the end to de minimis for commercial shipments effective on Aug. 29. The Committee will report any ongoing Customs and Border Protection (CBP) guidance related to these White House actions to our customs broker members as soon as it’s released by the agency.

  • NCBFAA Provides Unclaimed, Rejected & Abandoned Cargo Guidelines

    Recognizing the rapid and unexpected increase in duties, customs brokers and warehouse proprietors increasingly are encountering situations of unclaimed, rejected, and abandoned cargo. In response, the NCBFAA Customs Committee, Transportation Committee, Committee Counsel, and Leadership have collaboratively developed a guidance document to assist NCBFAA Regular Members to address the recurring questions regarding this cargo and to clarify the rights of the transacting parties, as well as service providers.

  • Pest Control Treatment Discontinued at Newark, New Jersey

    The Vanguard Pest Control treatment provider informed the USDA Animal and Plant Health Inspection Service (APHIS) that it will discontinue phytosanitary fumigations and close its treatment facility at the Newark, New Jersey, location at the end of July. APHIS provided guidance to the trade.
