President Biden on Oct. 10 signed the Bulk Infant Formula to Retail Shelves Act which has temporarily suspended duty on imports of certain infant formula base powder. In response, the Customs and Border Protection (CBP) Office of Trade updated the Harmonized Tariff Schedule (HTS) file in ACE to account for this legislation.

Testifying before the Surface Transportation Board (STB) on Sept. 28, Commissioner Carl Bentzel of the Federal Maritime Commission (FMC) said he unequivocally opposes the proposed merger between Kansas City Southern and Canadian Pacific Rail and asked the STB commissioners to reject the plan.
