  • Trump Administration Readies Tariffs for Canada Over Digital Services Tax

  • Software Testing for Up to 32 HTS Numbers Per Entry Summary Line Begins

  • FIATA Air Freight Alert – Reminder Regarding Revised Liability Limits under the Montreal Convention 1999

    Editorial changes have been made to all affected IATA Resolutions and Recommended Practices for passenger and cargo claims to reflect the revised liability limits without further Conference action required. IATA Resolutions 600i and 672, and IATA Recommended Practice 1679 have been updated to reflect the same change. The corresponding changes to Resolution 600b took effect on June 28, 2025.

  • Trade Groups Seek CBP Clarity for ‘In-Transit’ Reciprocal Tariffs and Relay Vessels

    A group of 94 trade associations, which were led by the NCBFAA, National Retail Federation (NRF), and National Industrial Transportation League (NITL), sent a letter on Friday, June 27, to Department of Homeland Security Secretary Kristi Noem and Customs and Border Protection (CBP) Commissioner Rodney Scott, as well as to the House Ways and Means and Senate Finance Committee Leadership, requesting answers to questions regarding ongoing concerns and challenges with the interpretation of the “in transit” reciprocal tariff exclusion and relay vessels.

  • TTB Removed Electronic Reporting for Exports

    Jun 29, 2025
    The Alcohol and Tobacco Tax and Trade Bureau (TTB) is no longer electronically collecting the TTB export message set in the Automated Export System (AES) for information related to the export of alcohol, tobacco, firearms and ammunition where either the liability for tax is relieved or if the export is eligible for a drawback claim on tax paid.

    The NCBFAA Customs Committee and Counsel of Sandler, Travis & Rosenberg, P.A., are closely monitoring the Supreme Court’s Sept. 9 order to take up on an expedited schedule, two of the court challenges to the IEEPA tariffs imposed by the Trump Administration, as well as association inroads made with lawmakers and their staff on Capitol Hill during NCBFAA Government Affairs Conference on Sept. 9, requesting support for advance notification and transparency related to imposed tariffs. The committee and counsel also continue to track the latest CBP IEEPA tariff guidance and provide updates to NCBFAA members as soon as they’re received.

  • CBP Adds Qualified Parties to Pay Duty on International Mail Shipments

    Customs and Border Protection (CBP) on Friday, Sept. 12, published an updated list of qualified parties who are eligible to pay duties on international mail shipments, as per Executive Order 14324 of July 30, “Suspending Duty-Free De Minimis Treatment for All Countries,” which took effect Aug. 29. The Executive Order effectively ended de minimis duty-free treatment under 19 U.S.C. § 1321(a)(2)(C) for all shipments entering the U.S., including via international mail.
