Kristina Frolova

Kristina Frolova is a Senior Attorney-Advisor within the Entry Process and Duty Refunds Branch, under the Commercial and Trade Facilitation Division of Regulations and Rulings (RR), Office of Trade, U.S. Customs and Border Protection (CBP).  Kristina is responsible for providing legal guidance on: all formal and informal entry procedures; the modernized drawback and broker regulations; duty deferral programs such as Foreign Trade Zones and bonded warehouses; and antidumping and countervailing duties. Kristina is a lead subject matter expert on importations accorded a duty exemption under 19 U.S.C. ยง 1321, facilitating the implementation and modifications of the Entry Type 86 Test. Additionally, she provides technical expertise for trade negotiations, and litigations before the U.S. Court of International Trade. Kristina joined RR in 2016 from private practice, where she specialized in international arbitration and employment law. Kristina earned her law degree from George Washington University Law School, and holds bachelor's degrees in Political Science: International Relations and Philosophy: Law and Society from the University of California, Riverside. Kristina currently serves as the President of the Customs Lawyers Association, and is admitted to practice law in the District of Columbia and California.
