Headquartered in the Washington DC metro area, the NCBFAA represents more than 1422+ member companies with 110,000 employees in international trade - the nation's leading freight forwarders, customs brokers, ocean transportation intermediaries (OTIs), NVOCCs and air cargo agents, serving more than 250,000 importers and exporters. The Association’s members handle more than 97% of the entries for goods imported into the United States and are directly involved with the logistics of these goods. Further, members operating as OTIs are involved with approximately 80 to 85% of all exports from the United States.

  • NCBFAA Customs Committee Tracks Ongoing Changes to Agricultural Products Exempt from Tariffs

    The NCBFAA Customs Committee and Counsel of Sandler, Travis & Rosenberg, P.A., provide our customs broker members with the latest details of the White House tariff reductions for agricultural product imports, particularly the recent elimination of the 40% tariffs on certain agricultural goods from Brazil. The Committee will continue sending our members Trump Administration tariff updates and subsequent Customs and Border Protection guidance, as soon as received.

  • AMS Provides Clarifying Guidance for Pistachio MO5 Message Set Filings

    Nov 21, 2025
    The USDA Agricultural Marketing Service (AMS) provided clarifying guidance to the trade for pistachio MO5 message set filings. The agency monitors the aflatoxin sampling and testing of raw and blanched, shelled and inshell pistachios under HTS codes 0802.52.0000 and 0802.51.0000. These products must be filed under the MO5 message set.

    The Food and Drug Administration (FDA) has issued guidance for trucks turned around at the Port of Detroit for FDA afterhours holds. The NCBFAA Regulatory Agencies Committee (RAC) is concerned about the potential for confusion if this process is not well-coordinated between Customs and Border Protection (CBP) and FDA.

PLI: Coping With U.S. Export Controls and Sanctions 2025

The second Trump Administration has dramatically altered the export controls and sanctions landscape.  Since taking office, there has been a sustained emphasis and expansion of technology controls on China, while sanctions policy has shifted, sometimes unexpectedly, with regard to Russia, Iran, Venezuela and Syria. These changes in the context of increased geopolitical complexity make it more important than ever for institutions in all sectors of the economy to stay on top of key developments. Companies and financial institutions must be aware of their compliance and disclosure obligations, enforcement trends and priorities, and emerging risks. Implementing and strengthening compliance programs is an increasingly important priority in all industries. For over 30 years, PLI’s Coping with U.S. Export Controls and Sanctions has been the go-to program on trade control laws and regulations. The program enables attendees to “get inside” international trade controls through give-and-take among key officials from the government agencies that regulate cross-border trade and investment, experienced company managers, and top lawyers in the field.
