STR: Understanding Scope in Antidumping and Countervailing Duty Cases Webinar

The U.S. has more AD/CVD orders in place today than ever before, with increasingly high duty rates being assessed in many cases. Figuring out if specific products are covered by an AD/CVD investigation or order is therefore of vital importance for foreign producers and exporters as well as U.S. importers, but it can be a daunting task.

This 45-minute webinar will explain how to interpret and apply the scope definition of AD/CVD cases, how scope language is drafted, and how both the interpretation and application of a scope can change over time. We will provide tools that businesses can use to determine whether their products are covered by a particular scope, and we’ll explain when and how business should engage with the Commerce Department regarding scope issues.

All attendees will receive a copy of the recording and presentation no later than 2 business days after the conclusion of the webinar.

Key Topics
Fundamentals of scope in AD/CVD cases

How scope language is interpreted and applied

How scope ruling inquiries are conducted and how scope rulings can shift the implementation of AD/CVD orders

How anticircumvention inquiries are conducted and how affirmative findings of circumvention can change scope coverage

Potential future changes to scope development and implementation
